How do you clean the air filter on the Hoover Windtunnel upright…

I accidentally threw away the instruction manual
I must clarify. I know how to empty out the dirt in the vacuum cleaner. Lol. My problem is the other side has an air filter which I need to clean out and I am unsure of how to open it. There seems to be a knob to twist it but when I do it doesn’t unlock.
